Smart Cities and Law, Governance and Rights is a research project developed at the University of Minho School of Law by a multidisciplinary team of permanent researchers from the Justice and Governance Research Center (JusGov) and the Algoritmi Center, which also includes fellows and contract researchers [1] [2]. The project was developed with co-funding from the European Regional Development Fund (ERDF), through the Scientific and Technological Research Support System – within the framework of the Norte 2020 Regional Operational Program [3]. It began in January 2021 and has been extended until June 30, 2023, involving various research activities, one of which is empirical research, the results of which are presented here [4]. We are certain that the theoretical and conceptual study of Smart Cities does not dispense with fieldwork and practical study. On the one hand, the theoretical study presupposes the identification of Sustainability, Digital Governance, Inclusion and Resilience indicators, and seeks to ascertain the concept that best identifies the Smart City today, with a view to identifying methodologies for implementing Green Cities and Digital Cities. On the other hand, mapping the state of the art of implemented digital transition and sustainability measures is also necessary in order to draw up best practice recommendations for building the Smart City.
