Synopsis The present work deals with the regime that has been curtailed by the jurisprudence of the ECJ in the civil responsibility of the State for breach of Union law … in order to test the Portuguese legal system of civil liability of the legislator in the light of that jurisprudence . Special attention was given to the Extracontractual Civil Liability Regime of the State and Other Public Entities, approved by Law no. 67/2007, of December 31, particularly to its article 15 – which expressly states, for the first time in the history of public responsibility in Portugal, the civil liability of the State and autonomous regions resulting from the exercise of the political-legislative function. “(Alessandra Silveira – Assistant Professor of the University of Minho Law School).
