Synopsis After forty years of constitutional consecration of the local government / authority / administration and its representative bodies, it is imperative to answer the question of how best to prepare and update the local government / authority / administration to current requirements, in particular as regards strengthening relations with citizens. The objective of this study is to analyze the organization and functioning of local communities in Portugal, by comparison with other European countries, so to try to solve the issues regarding the organization and functioning of local communities, as well as the preparation for the challenges ahead: if redefining and strengthening the powers / competences and attributions of local government bodies, which was in part checked by the adoption and entry into force of Law No. 75/2013 of 12 September, or through a clear revision and reform of the respective election law. This study allowed us to clarify that at no time one may choose one of these two tracks, the two being complementary, so that the revision of the electoral law for local government bodies (LEOAL), provided in the 4th axis of the “Green Document / Book for the reform of local government” fundamental to the establishment of mechanisms that allow the voter to re-establish a relationship of trust and cooperation with political power, deeply discredited in recent years, in order to ensure that he has all the conditions to develop a growing strong civic participation in the political decision making processes and including him in the construction of solutions to the problems of his community, his municipality and thus strengthening local democracy.
