Synopsis In general, the research work intends to identify, trough a comparative study, actions that improve the simplification of urban planning licensing procedures such as Habitese simplificado and Licenciamento de operações urbanísticas respectively adopted by the municipalities of Manaus (Brazil) and Braga (Portugal. In this respect, attention is given to the city of Manaus through the analysis of the Municipal Law n.º 2.155/16 called Habite-se Simplificado derived from its City Plan and the Federal Law n.º 10.257/2001 that regulates the Brazilian Constitutional chapter denominated Política Urbana. On the Portuguese Urban Law scenario our study will focus on the preventive and subsequent control mechanisms applied by the city council of Braga in urban planning licensing operations as well as the Decree Law n.º 48/2011, 1st April and subsequent amendments, commonly known as Licenciamento Zero, that regulates the access and exercise of several economic activities. The legislative process of debureaucratizing standard operating urban planning licensing procedures with administrative nature produces binding effects on stakeholders, but especially on the technicians and associate professionals who are responsible for the design and execution of works, ultimately subjected to the control of professional associations that represent them. As a result the topics of licensing, simplification of procedures, inspection and professional accountability will be covered.
