Synopsis The article 16. º of the law 67/2007, of 31 December, approved the new position of the civil extracontractual responsibility of the state and public entities. The Indemnisation of the sacrifice contains the specials and anormals wrongs that derived of the exercise to the administrative fonction, of the licites acts and the actions that were exercised on necessity state. That law was suffering a change by the law 31/2008, of 17th June RRCEE. The Community Law is important for the theme of this master thesis, because implanted the importance of the legislator, administrator and judge in this matter. So, the Expropriations Code explains the regime of the expropriations and requisition for public utility. It is a very important theme to be study for the people that have interest of the Portuguese public law, in special, for the Portuguese and European administrative law.
